Citizens in Rostock worry: Is there a risk of expropriation due to port expansion?

Yesterday, citizens in Rostock had the opportunity to find out about the spatial development program. The regional planning association invited people and managing director Michael Fengler gave exciting insights. Several information events have been held over the last three weeks to gather residents' opinions. However, the turnout this time was lower than at similar events two years ago. NDR reports that Fengler was unable to quantify the exact reasons for this.

The last information event took place on Wednesday evening in Rostock and was heavily focused on the planned port expansion. This topic in particular caused concern among residents from Krummendorf, Nienhagen and Poppendorf. As a resident of Krummendorf reported, he demanded that concerns about the loss of value of his house and the possibility of expropriation should not be ignored during planning. A resident also made it clear that the harbor could come right up to her garden fence - a circumstance that is worrying not only for her, but for many in the neighborhood.

Citizen participation and options for objection

Residents have until December 8th to lodge an objection to the current draft of the spatial development program. This is envisaged by the plan, which will be approved next year and then become binding. The aim is to redesign the development of the city and district of Rostock by around 2035, to optimally control growth and to protect environmental concerns. A central point in the new draft of the spatial development program is the reduction of areas suitable for wind, while the industrial areas are expanded, especially in Poppendorf Nord. The adjustments to the area layouts are intended to help protect the Peezer Bach and the adjacent moor areas from being encroached upon by development. These measures are part of the cénoear planning, which took a new step with the publication of the second draft on September 23, 2025. An announcement of the draft followed shortly after release.

The lively discussion in the region shows how important the topic of spatial development is for the future of Rostock and its surrounding area. It remains to be seen whether the opinions of citizens will be incorporated into the final draft. The time until final adoption next year should encourage both planners and residents to intensively engage with the new plans.
