On July 15, 2025, the urban development committee of the city of Pinneberg voted unanimously in favor of a new integrated urban development concept (ISEK). This marks the start of a development process lasting two and a half years, which not only includes analyzes and broad citizen participation, but also includes strategic measures for the environment, housing and infrastructure. The goal behind this ambitious undertaking is the long-term and sustainable design of the city of Pinneberg.
The new concept is expected to cost around 128,000 euros and is expected to be completed by 2028. In comparison, the previous ISEK dates back to 2006, and since then the economic and technological conditions have changed noticeably. Of course, it is extremely important to avoid the watering can principle of urban development and to specifically pursue new paths that can lead Pinneberg into the future.
Holistic urban development in focus
But what does “integrated urban development” actually mean? The goal is the sustainable development of urban districts in order to be successful even under rapidly changing conditions.

The process in Braunschweig began with basic research, followed by the development of a mission statement in dialogue with citizens, experts and the administration. Such dialogue formats are also being considered for Pinneberg in order to work together to answer the question: “What should Pinneberg look like in the coming years?” The Leipzig Charter for a Sustainable European City also called for this approach, which calls for holistic strategies and coordinated action.
The new concept in Pinneberg will not only respond to existing challenges, but also formulate clear visions for the future. Citizen participation is a central aspect to ensure that all voices are heard and the needs of all age groups are taken into account. With this integrative approach, Pinneberg could take a step in the right direction to exist as a lively and livable city.
The next two years will show whether Pinneberg is setting the right course for sustainable urban development with its new ISEK. But one thing is certain: something is happening and the foundation for a modern urban infrastructure and a better living environment is being laid.
