Lüneburg's heat planning: climate neutrality secured by new concept!

radiant future for Lüneburg: The city council unanimously decided on the municipal heat planning on June 23, 2025. The Hanseatic city thus takes a significant step towards climate -neutral heat supply. Mayor Claudia Kalisch underlined the importance of this decision for the planning security of citizens: inside and companies. This initiative is no coincidence; It was developed in close cooperation with the engineering office OCF Consulting and communicated in public events and in the environmental committee.

What exactly is the focus of this heat planning? The aim is to carry out a comprehensive analysis where heating networks and individual heating systems are economically and ecologically sensible. Central results suggest to prioritize the compression of the heat network in the historic old town. Four other areas are examined for cost -efficient solutions. In areas without access to the district heating network, individual heating, such as heat pumps, should come into play.

challenges and opportunities

Lüneburg's heat planning is not a single -handedness. According to a study by the public economy competence center, infrastructure and existence of existence at the University of Leipzig, transformation to climate -neutral systems is a huge challenge for around 600 municipalities in Germany by 2045. This change is particularly relevant for Lüneburg, because the current proportion of renewable energies in heat supply is just 18.8 %. The main energy carrier remains natural gas, followed by coal.

Also important for the city are the costs of around 520 million euros by 2028. This sum reveals personnel and planning costs and raises questions, especially in view of limited budgets and the need for qualified specialists in planning and implementation.

stakeholder and their meaning

The continuation of heat planning requires a good interaction between different actors. A survey showed that communication and data availability are crucial for success. Above all, the participation of the citizens: inside must be taken seriously so that the common ideas for a climate -neutral future can be clearly formulated. It is not only important to include the municipalities, but also municipal utilities and network operators.

The trend towards renewable energies in heat supply not only brings opportunities, but also risks. Smaller municipalities in particular often struggle with personnel bottlenecks and limited opportunities for implementation. Here a "convoy procedure" could help bundle resources and distribute the financial burdens fairer.

From the introduction of the new regulation in July 2028, newly built -in heating in existing buildings must use at least 65 % renewable energies. These requirements contribute to promoting the climate goals and giving a clear signal in the direction of a more environmentally friendly heat supply.

One thing is certain: Lüneburg has not only made the right way with the decision to plan heat, but also shows that the will is there to change - and that is good news for everyone who wants to live or want to work here.
