Lower Saxony: Mobile phone supply improved - where is the network?
Niedersachsen, Deutschland - On July 9, 2025, Lower Saxony draws a consistently positive record of the first nationwide mobile phone measurement week, which took place from May 26 to June 1. With around 17.5 million measurement points, which were collected with the help of the radio-hole app of the Federal Network Agency , the state government comes to a delightful results. Almost half of the points recorded are already supplied with 4G, and almost 48 percent can fall back on 5G reception. Only around 1 percent of the points had to be satisfied with 2G, while 0.63 percent without any reception.
in particular in less densely populated regions such as the Weserbergland, the Harz and Solling, it can be seen that there is still a need to catch up here. Lower Saxony's Minister of Economic Affairs Grant Hendrik Tonne (SPD) emphasizes the importance of these measurement results: "You are an important step for the further expansion of mobile phone supply in our country." The data collected is evaluated in cooperation with the mobile phone providers and the Federal Network Agency in order to be able to react to the actual network needs soon.
The goals of the mobile phone measurement week
The mobile phone measurement week represents an initiative of the federal, state and municipalities that aim to increase transparency via existing network gaps and network performance. Federal Digital Minister Dr. Karsten Wildberger emphasizes how important these measurements are for network availability and points out that the data is recorded anonymously and processed in a weekly online card.
In addition, Federal Minister of Agriculture Alois Rainer emphasizes the relevance of this measurement week for rural areas and agriculture. His focus is particularly on the challenges that arise in these areas with regard to a stable mobile phone connection.
- Current 4G area supply in Germany: 97.53%
- 5G availability: over 93.85% of the area
- 14% of the federal area are "gray spots" (at least one, but not all network operators with 4g or 5g)
- 2.10% of the area are "white spots" (no 4g or 5G cover)
progress in the digital infrastructure
The Federal Network Agency has also updated the Gigabit Basic book and has identified important progress in digitization of the network infrastructure. In mid -2024, 76.5 percent of German households already had access to gigabitable connections, and fiber optic supply rose by 3.5 percentage points to 36.8 percent of households in the first half of the year. Germany can also score with mobile phone supply: around 98 percent of the area is now covered with broadband mobile communications.
Mobile phone monitoring also offers interactive cards for the availability of 4G and 5G. These new levels of representation help to better visualize the "white spots" (regions without mobile phone supply) and "gray spots" (regions with only one network operator). The continuous review and update of this data should help to strongly promote network expansion in Germany and create a transparent information base for all users.
In order to always be up to date, interested users can see the interactive card and further information at gigabitgrundbuch.bund.de and broadbandmessung.de The developments related to mobile phone supply are on the right track and the commitment of the actors will continue to be important in order to equip rural and urbanized rooms equally with modern mobile communications.
