On June 16, 2025, the city of Emden mourns Ludwig Hemken, who died at the age of 89. Hemken, who went down in history as one of the city's most influential treasurers, had a decisive influence on Emden, especially in the 1990s. Born in the Leer district and raised in modest circumstances, he began his career in the city administration in 1956 as a simple employee in the treasurer's office.

Over the course of his career, Hemken rose to become head of the treasury and finally became first city councilor for finance. The year 1994 presented particular challenges when he was confronted with the provision of 24 million marks for the city's debt reduction. Together with city planning officer Jan Röttgers and mayor Alwin Brinkmann, he was one of the defining figures of the city's leadership during this time. His impartial attitude and his financial expertise were valued by the citizens.

A life for the community

After his active time, Hemken became heavily involved in the non-profit sector. He was not only significantly involved in setting up the Hermann and Cäcilie Isensee Foundation, but also played a crucial role in the creation of a hospice in Emden. It was recently announced that the foundation had received a grant amounting to over 1 million euros for the construction of a new living and sleeping wing for the Emden women's shelter. This project was represented by Ludwig Hemken and the first application was submitted in April 2020 in collaboration with the city of Emden and the Arbeiterwohlfahrt Emden. The project was also supported by Johann Saathoff, who helped in the decision-making phase.

The financial conditions are promising: the projected construction costs amount to 1,532,000 euros, of which more than 1 million euros will be subsidized. The subsidy therefore amounts to over 70 percent of the total costs, which impressively underlines the urgency and necessity of this measure. Personal interests and sportsmanship

But Hemken didn't just leave his mark on business. He was a man of many talents: interested in music, always involved in the music school - today known as the Music Academy and active in sports in various disciplines. Hemken, known for his thick, white hair, could often be found riding his bicycle in Wolthusen. Despite his sometimes grumpy expression, he was known for his humor and humanity, which made him popular in the community.
