In the Lower Saxony city of Göttingen, a residential complex on Groner Landstrasse is causing a lot of excitement among residents. The heating no longer works due to defective pipes, which the tenants find unbearable in the cold autumn days. According to NDR, there has been no prospect of repairs for weeks because no service provider is willing to take on the costs without prior payment. The property manager Dominik Fricke is visibly dissatisfied with the situation and explains that the insolvency of one of the owners is the reason for the lack of funds.

Fricke expects that the heating will not work again until the end of the heating season, which is about to begin. In the meantime, radiators were provided to tenants to make the situation more bearable. However, these devices are not available to defaulting tenants, which further exacerbates the situation. The Göttingen tenants' association doubts the allegations about defaulting tenants and describes turning off the heating as illegal.

A complicated tenancy agreement

The property management states that 145 tenants are not meeting their payment obligations, which is contributing to the owners' strained financial situation. The tenants' association represents many of those affected, including numerous social benefit recipients who are dependent on a functioning heating system. It is known that in Göttingen the job center usually transfers the rents directly to the landlords, which raises the question of why there is still a shortage of funds.

City spokesman Dominik Kimyon confirmed that the city is closely monitoring the situation. In coordination with the homeowners' association, it was agreed to ensure the heat supply until the end of the heating season. However, it remains unclear whether the radiators provided are sufficient to cover the needs of all tenants.

Social challenges in the neighborhood

The city of Göttingen recently deferred costs for the owners and is calling for more action from the state and federal government in order to better deal with such problematic properties. The Social Committee has already approved a proposal that allows the city to take tougher measures to intervene in such cases. These measures could also affect social aspects of the community that go far beyond the heating issue.

When you look at the property, it becomes clear that a third of the apartments are empty. This is another signal that not only the infrastructure but also social interaction within the neighborhood is at risk.
