In a significant step for Bremen politics, Wiebke Winter, a 29-year-old CDU politician, has taken over the leadership of the Bremen CDU parliamentary group, making her the first woman in this position. In the parliamentary group election on June 16, 2025, 22 of 24 members voted for the Kiel native, while there was only one abstention and one no vote. She succeeds Frank Imhoff, who continues to sit as a member of the parliament but has left the parliamentary group board. Winter wants to ensure that the CDU becomes the strongest force in Bremen by 2027 and aims for a vote target of 30 percent. Imhoff deliberately initiated this change at the halfway point of the legislative period in order to ensure stability and clarity, as Kreiszeitung reports.

Winter, who moved to Bremen with her family in 1999, embodies a new generation within the CDU. With her background in law, which she studied at the renowned Bucerius Law School, she brings fresh ideas and a clear vision for the future of Bremen. She has already gained experience as deputy state chairwoman of the CDU Bremen and was state chairwoman of the Junge Union in Bremen between 2019 and 2024. Winter emphasizes the importance of economy and security, especially equipping the police to ensure security in the city. “We need new energy and a new wind in Bremen and Bremerhaven,” she explains in an interview, praising the need to hear the voices of the people in the city.

A challenge for the Senate

With her clear words, Wiebke Winter addresses Mayor Andreas Bovenschulte and his Senate, whom she criticizes as lame and unmotivated. She plans to challenge him and has set herself the ambitious goal of taking on a decisive role in city hall by 2027 at the latest. “It is urgent that we bring new ideas and changes to the conversation,” said Winter. She cites her active presence on social media, where she has control over her channels, as an important tool to spread her messages and reach younger voters.

Professional and political career

Wiebke Winter is not only a politician, but also a budding lawyer. After graduating from high school in Vegesack, she promisingly went to Bucerius Law School, where she received her doctorate in 2022 on big data and artificial intelligence in healthcare. She started her career as a lawyer in commercial and corporate law in Bremen in 2024. Her political career began with her joining the Junge Union in 2012 and the CDU in 2013. Over the years, Winter has made a name for herself in both local and federal political committees and was co-founder of the “Climate Union”, an alliance that advocates for a sustainable future.
