On November 28, 2025, the decision was finally made with a narrow majority of 11 yes votes to 9 votes against, as the daily news reported.

The mayor of Anklam objected to the decision, but it was rejected. The CDU parliamentary group in particular pointed out possible problems. CDU city representative Claudia Rauchmann asked the provocative question of whether all issues should be voted on until the administration presents a result that suits them. The CDU then advocated removing the item from the agenda again, but did not find a majority. Other groups argued that the concerns of city politicians were incorporated into the new draft resolution.

Heat planning details

With the heat planning that has now been decided, the city is addressing specific concerns regarding the definition of heating systems. A new addition to the resolution ensures that such decisions will be made separately in the future. This means that planning security is created for citizens, especially for future users of district heating in Anklam. Deputy Mayor Beatrix Wittmann-Stifft emphasized that citizens are now in a position to make informed decisions regarding the expansion of city heating.

Anklam is one of the first municipalities in Mecklenburg-Western Pomerania to promote such heat planning. The plan stipulates that every apartment should be heated in a climate-neutral manner by 2045 at the latest. This represents a legal obligation for all cities and municipalities to contribute to compliance with national climate goals, which are to be specified in the near future - with the Heat Planning Act, which comes into force at the beginning of 2024 BDEW informed.

The basics of municipal heat planning are diverse. It takes into account not only the regional heat requirements, but also the existing energy sources and infrastructure. The heat planning is updated every five years to always meet current requirements.

But it won't be easy, because there are investments to be made in the network infrastructure and storage technologies. In addition, the necessary data on heating systems and energy consumption must be collected, while at the same time data protection regulations must be observed in order to be able to use the information meaningfully.

With the decision that has now been made, Anklam has laid the foundation for a future-oriented heat supply. The next steps of implementation are already looking forward to a variety of challenges and opportunities that focus on climate neutrality.
