New beginning in Toulon: Merz and Macron propose EU leadership role
On August 30, 2025, German-French relations experienced a new dynamic. After an important government meeting in Toulon, Chancellor Friedrich Merz and President Emmanuel Macron proclaimed a new beginning. The focus is on increased collaboration in several key areas. More intensive cooperation in European armaments projects, the development of a peace plan for Ukraine and a Franco-German economic agenda are on the table, as NDR reports. In his statements, Merz emphasized the essential importance of cooperation for the stability of Europe.
But the two heads of state are under pressure. As the Berliner Zeitung shows, there are still unresolved questions and differences that are putting a strain on the partnership. An example of this is the dispute over the joint fighter aircraft FCAS (Future Combat Air System). While Macron strives for European independence in Ukraine policy, Merz relies on close cooperation with NATO and the USA. The different positions could endanger the desired unity.
Diversity of challenges
The discussion about European security is extremely important given the geopolitical tensions. In Copenhagen, EU defense ministers agreed to increase support for Ukraine and increase pressure on Russia. Concrete measures such as the confiscation of frozen assets and new sanctions were decided to strengthen the Ukrainian armed forces, as NDR reports. However, the contrast between the positions of Germany and France may emerge on these issues.
The challenge is not just political: a new national security strategy has emerged in France, and conscription and war capability are being discussed in Germany. These internal debates could have a negative impact on the EU, especially given the domestic political crisis in France and the economic difficulties in Germany. International Politics highlights that stability in the EU is at stake, especially if possible new elections in France could result in greater radicalization in politics.
Social dimension
The social ties between Germany and France seem to be loosening over time. Germans' architectural interest in France has declined. Recent statistics show that France is no longer the preferred travel destination. Traditionally colorful town partnerships are often only maintained by committed older citizens, while younger generations show less interest. The closure of three Goethe Institutes in France illustrates this development, which received little attention from the general public, as Internationalepolitik notes.
Economic relations, on the other hand, are developing positively. Despite declining emotional ties, trade balances show that economic exchanges between the two nations remain strong. Since 2017, Macron has emphasized several times that Europe needs a united front against the challenges of this time. The war in Ukraine has particularly highlighted the EU's dependence on US support.
Amid these dynamics, there was also tragic news from Germany. In an incident that shocked the nation, a 31-year-old Iraqi man suspected of intentionally pushing a 16-year-old into a freight train at Friedland train station was arrested. DNA traces of the suspect were found on the person killed. The suspect is currently in a psychiatric facility after the crime occurred in mid-August, as NDR reports.
The challenges are manifold, and the coming months will show whether the stated goals of German-French cooperation can actually be turned into reality or whether differences will continue to stand in the way.
