Lower Saxony in focus: Plenary sessions on the future of arcades!

From Monday, November 17th to Friday, November 21st, 2025, the Lower Saxony state parliament will be dedicated to important economic and police issues. How regionalupdate.de reported, several plenary sessions and committee meetings are planned that will discuss the future of arcades in Lower Saxony and confidential police data collection.

The highlight of the week will be the 76th plenary session on Tuesday, November 18, at 9 a.m. Here, MPs will discuss the impending consequences of the expiry of existing transitional regulations for the arcade industry. Concern about job losses in this area is at the top of the agenda.

Gambling addiction and surveillance

Another important item on the program will be the meeting of the committee for the control of special police data collection on Wednesday. This meets during the plenary break in room 235 and will deal with undercover investigations according to §100a and §100c StPO for the years 2024 and 2025. These are very sensitive topics that are dealt with behind closed doors regionalupdate.de notes.

The committee meetings scheduled for the week also include advice from the Committee for Economic Affairs, Transport, Construction and Digitalization, which will particularly focus on the economic aspects in connection with the arcades. MPs are already preparing for these discussions on Monday, with the SPD meeting at 3 p.m., the CDU at 2 p.m. and the Greens at 10:30 a.m.

Revision of case law

In connection with the discussion about the future of arcades, the existing trade regulations law will also be put to the test. Details can be found in the reports from Voris which indicate that Section 33i of the Trade Code is to be introduced in a new version. This follows the last change to Section 33i, which took place on August 10, 2021. These legal adjustments are necessary in order to modernize the gaming regulations and their paragraphs.

The legislature in the Lower Saxony state parliament will continue to deal with other topics, such as the consequences of the upcoming changes and the associated challenges for the entire industry. A complete agenda and minutes of the meetings can be found on the website of the Lower Saxony State Parliament.
