MOIN+ project: Public transport revolution in the Osnabrück district ready to start!
Public transport is running smoothly in the Osnabrück district! The innovative MOIN+ project, which has been actively tested for almost two years, exceeds all expectations. In particular, the flexible “Lütti” on-call bus, which has been in use since April 2024, attracts many passengers. In the last twenty months it has already transported around 170,000 people. The express bus lines S20 and S40 are also in high demand. Over 700 passengers use them every day on weekdays, which represents an increase of 17% for the S20 and 10% for the S40 compared to last year. Satisfied users can confirm: A survey from 2025 shows that 64% of participants see no need for improvement. However, 13% of passengers would like quick relief when it comes to punctuality.
Positive development in local transport
District Administrator Anna Kebschull announced a gradual further development of the offers. The model trial of the “Lütti” on-call bus will end on December 31, 2025, but the positive response could persuade municipalities to adopt the concept. On-demand transport has already been established in Bramsche, Bersenbrück and Melle, and many passengers say they cannot be mobile without “Lütti”.
A third of users do not own a car, and 47% of those surveyed replace car journeys with the on-call bus. This impressively shows how important flexible transport options are for the population in rural areas. The district plans to find long-term solutions to finance these innovative transportation concepts so that many people continue to have access to important facilities such as health care and education.
M mobile stations and car sharing
Another aspect of the MOIN+ project are the new mobile stations and car sharing locations. So far, 15 of 20 mobile stations have been opened, including stations in Bohmte, Quakenbrück and Bad Rothenfelde. The car sharing offer, which has been tested since July 2024, had an impressive 1,750 bookings by the end of October 2025. The users recorded an average booking time of four hours and covered over 42 kilometers.
From January 2026, car sharing will be continued in conjunction with the popular mobile stations, so that the connection will be further strengthened. The experiences from the testing phase will be incorporated into the upcoming 5th local transport plan in order to further optimize mobility in the district.
It looks like the region has shown a good knack for local public transport, and developments suggest promising times for mobility in the Osnabrück district! Together with the municipalities, the path to a mobile future that relies on flexibility and user-friendliness should be continued.
