New contribution model for Uelzen crèches: Parents have to dig deeper into their pockets!

There are significant changes to the crèche contributions in the Hanseatic city of Uelzen. [Uelzener Presse](https://uelzener-presse.de/2025/06/27/hansestadt-uelzen-krippenbeitraege- Werden-neu-kalkuliert/) reports that parental contributions have remained stable since 2016, while the costs for construction, energy and personnel have risen continuously. This requires a new calculation of crèche contributions, which is expected to come into force on August 1, 2026.

In order to ensure the desired relief for the city's daycare centers, the Hanseatic city council has decided to develop new calculation models in its 2025 budget. The aim is to increase parental participation in childcare costs to around 30%. Currently, the parents' share of the city's daycare costs is only around 11%.

New contribution model in discussion

On June 26, 2023, a new contribution overview was presented to the Social Committee, which should include an income-dependent contribution scale. Families pay between 404 and 690 euros per month for eight hours of care, depending on income and household size. The total price for a daycare place is around 1,347 euros per month.

To provide a better understanding of the effects of the new rules, we will give two examples: A family with four people and a net income of 4,172 euros who needs care for seven hours would have to expect an increase in costs of 162 euros. Another family with three people and a net income of 3,546 euros for six hours of care would see an increase of 129 euros.

The fee overview should also be intensively discussed by the city council factions. In addition to the new contributions, a clause for regular review of contributions will also be inserted into the contribution guidelines. This will be revised and will replace technical terms with simpler formulations.

Child day care as a flexible alternative

Child day care is becoming increasingly important in Uelzen. According to the Uelzen district, daycare providers have the same legal mandate to support children as regular daycare centers, with the personal care approaches focusing on the individual needs of the children and their parents. A daycare person is allowed to look after a maximum of five children at the same time, which enables intensive care and promotes an individual approach to the children.

The care times can be arranged flexibly so that parents can express their individual wishes. The district's youth welfare office supports this form of care, and the associated costs depend on income. This makes day care attractive for many parents, as they can also take advantage of public funding, which makes a decisive contribution to easing the burden on the family budget. The new developments in crèche care and financing as well as flexible day care offer numerous options for Uelzen families. While the city council is expected to decide on the new contribution regulations in September, it remains to be seen how these measures can further strengthen the family-friendly infrastructure in the region.
