At a time when the discussion about safety in football is becoming increasingly explosive, VfL Wolfsburg has taken a clear position. The club welcomes the recent clarifications from the DFL and DFB, which were made during the DFL general meeting and the interior ministers' conference. These classifications are an important step in sending a signal for proportionality and the preservation of fan and football culture in Germany. VfL Wolfsburg categorically rejects both nationwide reductions in guest contingents for high-risk games and the mandatory personalization of tickets, as these measures would disproportionately burden peaceful fans, as the club management explained in a statement.
VfL pays particular attention to maintaining local stadium ban commissions that know individual situations exactly and can therefore take targeted action. It is emphasized that the planned central supervision at DFB level is not intended to replace local expertise. Instead of blanket stadium bans, the club relies on dialogue, prevention and partnerships with fan projects and stadium alliances. “Safety and fan-friendliness must go hand in hand,” the club management continued.
Discussions about safety in football
On November 12, 2025, a meeting of the Federal-State Open Working Group (BLoAG) took place, attended by representatives from the DFB and DFL as well as members of politics and the police. The aim of the discussions is to improve security in football stadiums and at the same time reduce the number of police deployment hours. Fan culture is a mainstay of German football, as official statistics show. Nevertheless, the fan culture is currently endangered by the willingness to use violence on the part of individual perpetrators as well as the threat of official measures that could affect many supporters, according to the statement dfl.de.
In this context, the DFB and DFL firmly reject collective measures called for by domestic politics. The argument goes that these would not improve stadium safety and would be difficult for fans to understand. Instead, the focus is on developing appropriate measures that both increase safety and maintain a positive stadium experience for fans. There is agreement that prevention and trusting cooperation between all those involved are essential.
Strengthen positive fan culture
The exchange between DFB President Bernd Neuendorf and DFL Managing Director Marc Lenz at the special meeting of the Commission for Fans underlines the common will to strengthen positive fan culture as an important social factor. Participants pointed out that football represents a unifying force in society and that the positive elements of fan culture are essential for democracy. As part of this effort, the number of fan representatives will also be increased to promote the flow of communication between fans and clubs.
VfL Wolfsburg is clearly in favor of a lively, safe and open fan culture in which the rights of fans are respected and the safety of stadium visitors is not at the expense of the enjoyment of the game. In this sense, supporting measures that focus on dialogue and prevention is considered essential.
