New rules for e-scooters: traffic safety strengthened in 2025!

Today, September 28, 2025, e-scooters in Germany are facing a fundamental reform. This is a direct response to the increasing accident rate, which increased by an alarming 14.1% to 9,425 personal injury accidents in 2023, as Statista reported. In particular, the death toll doubled from 11 to 22.

The aim of the reform is clear: safety for all road users should be increased and the use of e-scooters should be regulated more clearly. The most common causes of accidents include incorrect road use and the influence of alcohol. Over 80% of those involved in accidents are under 45 years old, which shows that young people are particularly affected.

New regulations for e-scooters

The planned changes include the transfer of the behavioral regulations into the Road Traffic Regulations (StVO) in order to make the rules for e-scooters more uniform and clear. New models must be equipped with indicators and technically separate brakes to increase safety. The ADAC emphasizes that e-scooters should only drive where cyclists are allowed. Driving on sidewalks and in pedestrian zones remains essentially prohibited unless special additional signs allow this.

Parking remains another hotly debated topic. E-scooters that are parked incorrectly often block traffic areas. Therefore, sharing e-scooters should also be banned on sidewalks and in pedestrian zones in the future. The use of public transport with these vehicles is also increasingly being restricted in order to minimize risks such as fire and explosion hazards.

Transition period and regulatory adjustments

An important point of the reform is the planned transition period of one year. This is intended to give municipalities sufficient time to adapt to the new regulations and, if necessary, take their own regulatory measures. But with these new regulations comes increased attention to accident statistics. Accident research shows that almost half of e-scooter accidents occurred in large cities, which increases the pressure on authorities to develop appropriate safety concepts.

In summary, it can be said that the planned innovations not only focus on the safety of drivers, but also of other road users. With increasing accidents and clear regulations, the need for careful and responsible use of e-scooters is now more urgent than ever.
