Hamburg is testing E-Speed-Control”: Better safety for e-scooters!

Since June 2025, the Hamburg police have been launching an exciting pilot test with the new speed test roller “E-Speed-Control”, which was developed by Wenger Automation & Engineering AG. The handy reel, which weighs just 11 kg and is powered by three AA batteries, is used to control e-scooters, Pedelecs and other small electric vehicles (eKF). The initiative comes at a time when the use of such vehicles in urban areas has been steadily increasing.

The test results so far show promising values. The “E-Speed Control” can measure speeds of up to 120 km/h and is suitable for almost all common wheel sizes. The reel not only has a Swiss calibration certificate, but also an EU declaration of conformity, which ensures its approval in this country. Although the use of the device is voluntary, further measures can be taken if manipulation is suspected.

Practical test phase

As part of the practical test, the speed test rollers are used in the traffic department's bicycle squadrons, where each squadron works with the new tool for two months. The inspection process is extremely simple: the roll is set up, the vehicle is placed, the speed is measured and the result is documented. An initial focus operation produced interesting results: 110 vehicles and 102 people were tested, with the E-Speed Control device being used several times. An eKF was seized and various administrative offense reports were filed.

Initial feedback from police forces shows that the new technology makes work significantly easier and checks more efficient. However, the challenges are obvious: transporting the roll on the bike is difficult and it cannot be used in wet weather - not an easy task considering that the case also weighs an additional five kilos.

Background on e-scooters

The discussion about the regulation of e-scooters, one of the main factors for the use of the new device, is current. E-scooters are subject to compulsory insurance and must have an operating license. The Small Electric Vehicle Ordinance (EKfV) also regulates many aspects of use, such as driving on cycle paths and in pedestrian zones. Planned new regulations are intended to increase road safety from 2025 by, for example, equipping e-scooters with indicators and regulating their use on sidewalks more strictly. Drivers do not need to have a driving license and the minimum age is 14 years.

What is particularly interesting is that e-scooters are only approved for one person and proof of liability insurance must be provided. In the event of violations, the fines should not be underestimated—the penalties can be severe depending on the offense, such as red light violations or driving on sidewalks.

With the new developments surrounding e-scooters and their regulation, the Hamburg police believe they are well equipped to counteract the increasing challenges in road traffic. Having a good hand and proceeding efficiently is more important than ever.
