Hamburg tests E-Speed-Control: Better security for e-scooters!

Hamburg, Deutschland - Since June 2025, the Hamburg police have started an exciting pilot test with the new speed test "E-Speed-Control", which was developed by Wenger Automation & Engineering AG. The handy role that weighs just 11 kg and is operated with three AA batteries is used to control e-scooters, pedelecs and other e-small vehicles (EKF). The initiative comes at a time when the use of such vehicles in urban space has increased steadily.

The test results so far show promising values. The "E-Speed Control" can measure speeds of up to 120 km/h and is suitable for almost all common wheel sizes. The role not only has a Swiss calibration certificate, but also an EU declaration of conformity, which ensures its approval in this country. The use of the device is voluntary, but if you suspect manipulation, further measures can be taken.

practical test phase

As part of the practice attempt, the speed tests are used in the bicycle relays of the traffic directorate, where every season works with the new tool for two months. The process of the control is very simple: the role is set up, the vehicle is put on, the speed measured and the result is documented. A first focus was on interesting results: 110 vehicles and 102 people were checked, with the e-speed control device being used several times. An EKF was ensured and various administrative offenses were reimbursed.

First feedback from police forces show that the new technology makes work much easier and the controls made more efficient. However, the challenges are obvious: the transport of the roll on the bike is difficult, and it cannot be used in wet weather - not an easy undertaking if you consider that the suitcase weighs an additional five kilos.

background to e-scooters

The discussion about regulating e-scooters, one of the main factors for using the new device, is up to date. E-scooters are subject to insurance and must have an operating license. The electrical cleaning vehicle regulation (EKFV) also regulates many usage aspects, such as driving on bike paths and in pedestrian zones. From 2025, planned new regulations are to increase traffic safety by, for example, e-scooter is equipped with indicators and the use is regulated more strictly on sidewalks. The drivers do not have to show a driver's license and the minimum age is 14 years.

It is particularly interesting that e-scooters are only approved for one person and that liability insurance must be proven. In the event of violations, the fines should not be underestimated - the punishments can be sensitive depending on the offense, for example in red light violations or driving on sidewalks.

With the new developments related to e-scooters and their regulation, the Hamburg police are well prepared to counteract the increasing challenges in road traffic. Having a good knack and doing efficiently is more than ever asked.
