In Jarmen, a charming town in the Vorpommern-Greifswald district, a significant signal for democratic participation was set: On June 26, 2025, the “Partnership for Democracy” alliance was founded. The aim of this association is closer cooperation between administration and citizens in order to further consolidate local democratic structures. The aim of the initiative is to improve communication and cooperation within the community and to actively involve citizens in the design of their living space.

“This is a step in the right direction,” says the mayor of Jarmen, who actively supports the initiative. The founding is part of a nationwide program that has already created similar partnerships in other cities such as Pasewalk, Anklam, Greifswald and Wolgast. These networks promote exchange and the joint development of solutions to local challenges.

Federal funding for democracy

A key aspect of the alliance: The Vorpommern-Greifswald district will receive 140,000 euros annually from the federal government until 2032 to support democratic structures. These resources are intended to promote charitable projects and thus strengthen the local community. Associations can apply online for funding to realize their own ideas to strengthen civil society. This creates space for creative approaches and promotes a sense of community.

The Partnership for Democracy initiative is not just a local issue. The program is supported at the federal level to develop action concepts to promote democracy and diversity and to combat extremism. “The main focus here is on strengthening and networking people who are active in civil society and democracy,” reports the Democracy Life website.

Goals and structures of the alliance

An important focus of this alliance is strengthening democratic self-efficacy through participation-oriented measures. In addition, democratic alliances should be expanded and supporters gained. Measures to counter right-wing populist attitudes also play a role. This is done by specifically addressing and promoting the participation of citizens who are skeptical of democracy.

Building on this, there is a coordination and specialist office that is located at a civil society organization and is responsible for overall coordination, advice and public relations. This careful organization enables targeted collaboration between all relevant actors.

The founding of the alliance in Jarmen is an excellent example of how democracy can be lived and promoted locally.
