Battle for the Blücher barracks: housing projects or the return of the Bundeswehr?

There are currently heated discussions in Aurich about the fate of the Blücher barracks. The city administration plans to transform this area into a modern residential area that will meet both ecological and social requirements. With the aim of creating an energy-efficient urban area, the plan has been in the works for around ten years. As nwzonline.de reports, those responsible were about to sign a contract with an investor. But now this development is in danger of being shaken.

The reason for the uncertainty is the news that the Bundeswehr wants to target the Blücher barracks again. The Ministry of Defense is currently examining whether old barracks locations could be used again for military purposes. The background is the Bundeswehr's plans to grow again after years of shrinking. This strategy leads to a halt to the conversion of military-used properties for civilian purposes. This affects 187 former military installations, which are now to be placed in a “strategic real estate reserve” in order to be ready for the armed forces at short notice, as tagesschau.de explains in detail.

Current reactions from politics

The reactions within the Aurich population and politicians are divided. While some citizens see the revival of the barracks as a step backwards, others see it as an opportunity for the city. Mayoral candidate Sarah Buss calls for prudence and emphasizes that it is important to continue the conversation and explore possible solutions. The Free Voters' Community (FWG) also calls for transparency and an objective discussion about the situation. Buss and her colleagues even see options for civil-military use of the barracks, which could also bring advantages for Aurich.

Mayor Horst Feddermann confirmed that the Blücher barracks is on the Defense Ministry's checklist. This could significantly jeopardize or even stop current plans. Within the building committee there were different opinions on the promising projects; While some members are of the opinion that they should wait for the exams first, others warn of a possible stop. One path that has become apparent not only in Aurich in recent months is the growing resistance to military return projects in cities that want to concentrate on civilian housing.

A look into the past

The conversion of former military sites has already led to sustainable housing projects in many German cities in the past. This process began in the 1990s after the end of the Cold War and has continued to gain momentum in recent years. However, the current geopolitical situation, particularly the conflict in Ukraine, has significantly changed the framework conditions for such transformations. Stopping the conversions is therefore a reaction to the increased security requirements and the associated need for military locations.

Whether and how the city of Aurich can master this balancing act between military needs and civilian housing projects remains to be seen. It would be desirable for the dialogue in the city to continue and for solutions to be found that meet both the needs of the Bundeswehr and the interests of the citizens.
