In Hameln, a dispute between the city and Modurazell GmbH is causing a stir, which revolves around the installation of a container system for the Pestalozzi School. Modurazell accuses the city of not having the necessary conditions for crane work. Managing director Andreas Günther makes it clear that the city was too late in providing access for trucks and truck cranes as well as suitable installation areas. These problems have been going on for weeks, as the container facility in Karlsruhe has now been completed and is awaiting delivery. Günther emphasizes that Modurazell sees itself in a stable legal position and refuses to make the repayment demanded by the city. Friction between Modurazell and the city also arises from the payment modalities. While Modurazell wanted 40% of the costs upfront, the city insists on payment after delivery.

New tender and competition process

The city has now published a new tender for the container facility. “Completion should take place by the end of the Easter holidays in 2026,” reports the responsible administration. Offers for this project can be submitted until November 18, 2025. Modurazell GmbH successfully bid in the previous tender and secured the contract worth 154,000 euros, which was concluded on May 28, 2025. The new tender includes the installation of a container system with two classrooms and a hallway with a technical room for the Pestalozzi School. This will create space for teaching, which is currently at risk due to the problems with the construction site. Tenders Germany emphasizes that the duration of the construction project is planned for summer 2025.

While the city sees Modurazell's list of defects as the main reason for the delays, Modurazell clearly sees the responsibility for permits and installation areas as the city's. “It is clear that the city has repeatedly signaled the freedom to build,” said a city spokesman, who also addressed the shortcomings of Modurazell. Given the expectations, Günther turns to Mayor Claudio Griese with a request to review the matter objectively.
