Only if there is sexual motivation in the room can the whole thing become problematic.

The issue of nudity in public spaces does indeed raise many questions. According to Rechtsanwalt.de, it is generally permitted to be naked as long as it is not done with a sexual intention. Nudity becomes a criminal offense especially when it is displayed in front of bystanders and they feel harassed. In this context, it should be added that Section 183 of the Criminal Code, which regulates exhibitionist acts, only applies to men. Women could be prosecuted under different legal frameworks.

There is a clear dividing line: While nude bathing on nudist beaches or sunbathing in seclusion is considered completely normal, public appearances like that of the Verden man are not welcome. The threshold for an administrative offense lies not only in the moment of exposure, but also in the audience's reaction to it.
