The universities in Lower Saxony are facing an exciting challenge: They have submitted their applications in the race for the status of a university of excellence. Science Minister Falko Mohrs (SPD) is optimistic that Lower Saxony has a good chance of securing one of the coveted places. “The applications are extremely strong,” said the minister. In doing so, it relies on the achievements of two large universities and innovative cooperation in the country.
The applicants include the Leibniz University of Hannover, the Hannover Medical School (MHH) and the Carl von Ossietzky University of Oldenburg in conjunction with the University of Bremen. The focus is on future funding through clusters of excellence, which are crucial for all applicants to be recognized as an elite university. The MHH and Leibniz University are capitalizing on their past successes by having already won at least two clusters of excellence. These clusters provide financial support for large-scale research projects.
International character of the application
Particularly noteworthy is the application from Oldenburg and Bremen, which underlines the international character of the application. Thanks to a collaboration with the renowned University of Groningen, the two universities want to set additional accents. This not only shows the will to cooperate, but also the ambition to become visible beyond the borders of Lower Saxony.
The timetable for the decision on the universities of excellence has already been set: the start of funding is scheduled for January 1, 2027. In 2026 it will be decided which universities will benefit from the excellence funding. The competition for the 15 nationwide places is tough, but there is great anticipation in Lower Saxony. There are currently no elite universities in the entire state, which further increases the pressure.

“From 2027, Lower Saxony must have at least one elite university,” emphasizes Mohrs. He and the state government support the universities as best they can in the excellence competition. The strategic plans show that the state is relying on the potential of its universities and investing in the future. Mohrs is certain: “With these strong applications, we have laid an excellent foundation.” According to Süddeutsche Zeitung and Zeit Online the chances for the candidates from Lower Saxony are actually not bad.
The next few months will therefore be crucial for the universities in Lower Saxony. Whether the universities' efforts will bear fruit and an elite university can take its place in the prestigious circle of excellence remains to be seen. But with a good hand and the right support, Lower Saxony could actually rise to new heights.
